How to bake brownies with a flaky top consistently?

I can bake 2 pans of brownies at the same exact time and one comes out shiny and flaky and the other dull with a cake like finish. I put in about a cup of chocolate chips for rich delicious flavor. Box mix or from scratch I want to have the shiny, flaky top every time, please advise.
