Reward Systems

I am new to this forum and would like some advice from parents out there. We have a blended family with 4 kiddos in the household. My two children (11 and 13 y/o boy and girl have had some behavioral issues that we are working through. Her 9 and 16 y/o are pretty straight. My two seem to be having trouble adjusting to taking orders from another woman (their mother lives on the other side of the country). They are also expressing concerns of favortism towards the youngest who also has some slight learning disabilities. Anyways, recently we adopted a new rewards system to reward our children with media time if they do well. However, the way we currently have it setup is causing rift between me and the Mrs. because every time i try to discuss it, she gets upset and says my kids need to get better at their behavior. However, Im trying to focus on one thing at a time and I dont think the rewards system is fair for all the kids across the board. Here is the system as we have it now.

•Ticket system allows the child to receive tickets (worth 10 min per ticket) in order to access media (i.e. movies, gaming, etc).

•Basic rule for the daily ticket is that each child must have a good day at school (not get in trouble), complete their daily chores, no misbehaving at home, no arguing, and maintain a good attitude.

•A child may receive a second daily ticket if they do something nice for someone without being told / asked (i.e. take out the trash, help someone with their homework, do an extra chore, etc.).

•16 Year Old:
•Is not given tickets.
•Unlimited access to any media device, does not require tickets.
•Can complete chores at any point he chooses so long as he gets them done.
•If all daily tasks are not completed before bed, does not lose media priveleges.
•13 Year Old:
•Receives 1 ticket for completing daily, minimum tasks.
•Can receive 2nd ticket for doing something nice or an extra chore without being told.
•Limit of 2 tickets per day. Has to use tickets to access media, 10 min per ticket. •Must complete chores prior to any engagements outside of school. •11 Year Old: •Receives 1 ticket for completing daily, minimum tasks. •Can receive 2nd ticket for doing something nice or an extra chore without being told. •Limit of 2 tickets per day. •Has to use tickets to access media, 10 min per ticket. •Must complete chores prior to any engagements outside of school. •9 Year Old: •Receives 1 ticket for completing daily, minimum tasks. •Can receive 2nd ticket for doing something nice or an extra chore without being told. •Can receive a 3rd ticket from school teacher for doing well in school. •Limit of 3 tickets per day. •Has to use tickets to access media, 10 min per ticket. •Must complete chores prior to any engagements outside of school.

Sorry for the long post, but wanted to be as detailed as possible and get candid feedback? Am I overlooking her concerns because Im focused too much on the details of the system? Thanks in advance for any advice.
