These scuba diver costumes were a favorite around here because not only were they adorable and super easy to make, but my kids were nice and warm while they trick-or-treated around our neighborhood. The base of the costume is a black sweat suit and I used bright colored duct tape for the stripes, felt for the flippers, and spray painted soda bottles and inexpensive tubing for the scuba packs.
